Comparison with the registry's own flag
Lobbyists can mark themselves in the registry as former public office holders. 20 lobbyists have done so, as registrant on 176 registrations or as a listed lobbyist on 30 registrations. 0 of the 16 matches above carry the flag.
The flag also covers offices outside the City (provincial and federal office holders, agency staff), so it is not a list of former City officials.
Method
- Former members of council are everyone in the Members of Council voting record since 2006, with their last day in office. Former councillor staff are the staff named as office holders in the Lobbyist Registry itself, with the first and last dates they were contacted. The registry's open data gives City employees by office and position only, without names, so former City staff can be matched only when another public list of names becomes available.
- A lobbyist is a candidate when their surname and first initial match a former official's and their registered lobbying comes after the official left: any lobbying after a member's last day in office, or lobbying that began after a staff member was last recorded in their role.
- A decision model reads both records and gives the probability that they refer to the same person. Matches scoring 0.95 or higher out of 1 are shown with their score; lower-scoring name matches are never shown. Matches are not checked by a person, and common names can produce false matches.
- The gap is the whole months between leaving office and the first registered lobbying after it. Former colleagues are members of council who served at the same time as the former official. Counting them needs the voting record for every term from the official's first day in the role to today; when a term is not loaded, the count is shown as not available rather than zero. The meeting rate is the share of the lobbyist's communications after leaving that were meetings, shown only above 20 communications, next to the rate for all lobbyists.
A match records that a person who held a City role later registered as a lobbyist. It does not say anything about how they lobbied or how anyone responded.
